Does Lil Cactus appear in every area?

I found him in the huge area before the water city and then in the water city itself but haven't found him anywhere else.

Does he appear in older areas you already visited once you free him that first time? Does he appear in every town?

No he doesn't appear everywhere (want to know where? soluces on the net)

There is 38 cactis.
 Once you find one, no need to search further on the same map.
 No cactis in "The Archives".

Lol Trials I made the effort to find them myself. The areas were ideal for looking for him. But this game's areas are just not made to find him without a ton of wasted time. It's just not worth the effort here. Internet is the way this time for me.
