I myself would need to wait for next month pay to get this tho, hopefully everyone can support it in the meantime.
The files have to be extracted to
VisionsofMana\VisionsofMana\Content\Paks\~mods
with the ~mods folder created beforehand.
However, I can confirm that at least the harbor scene where you board the ship isn't fixed for me.
The modder posted a list of fixed scenes on their X, albeit in Japanese and containing potential spoilers,
yeah, i have a feeling it might not work as intended yet.

But Karinas introduction is not among them. Sadly, the scenes seem to have to be fixed manually, which seems like tons of work.
That's great to hear. I'll just continue playing then. A couple of 30 fps ones don't kill the mood too much.
I'll monitor the modders x account, maybe he'll fix even more.

This is the only solution that worked for me, tried the mod with 60/120/240 but they don't work for all cutscene.

I could be misreading this, but are you saying I copy and pasted the text in my comment? If so, that's very much not the case. I just know the bare minimum for using Cheat Engine to find addresses and UE4 conveniently has a single (well, kinda two), easy-to-find address for the engine's current framerate cap.
I'm sure others have done the exact same thing as I did because it is very easy, but I did find those addresses on my own.
Then again artificial film grain for intentionally sabotaged image quality is a thing, so I know some subjective opinions I'll just never understand. Bonus points for artificial image quality that looks worse than old film reels did when brand new. Extra bonus points for terrible analog CRT imitations that add scrolling lines or other distortions that weren't part of the real experience, probably from people who didn't know that was only ever visible when recording a CRT with a camcorder. But I digress.
And while I can tolerate 30 fps when it's stable, constantly jumping over 100 fps lower for important scenes is awful.
I recently started using 144 hz and was a bit disappointed I do indeed notice a difference from 60. But 60 is still fine for me. 30, unfortunately, is a huge loss especially with panning cameras.
