Is this a bug, or is there any way?

You'll get the workstation view after you get out of Practice if you're in F2, and in F1 it'll be before Practice.

Exit from the session to Main Menu and come back in, you should be at the workstation view. Look at the bottom right of the screen for the button prompts to open the settings to change the difficulty (Y or Triangle on controller).

Meaning: Go into Qualifying, exit to main menu, then go back into your Career save. If this doesn't work, turn practice sessions on and retire from the Practice session, then you should see the workstation view.
