El Malo: Any instructions for a beginner to PC gaming to accomplish the configuration setup you are suggesting?

What I would recommend to you is what I said in my previous post. Make sure all of your hardware software drivers are up to date. The most important one is the Chip Set drivers for your motherboard. This should be #1. Also, Sound is very important too as well as the Graphics card you have, either NVIDIA or AMD and now Intel. Go to their Support sites and download the latest drivers. You really have to know what's inside your PC to get it running right. Your operating system ie Windows, needs to be updated as well. Windows 10/11 stay current with their updates.
It's hard to troubleshoot any PC system because they are all different without really diagnosing the problem onsite as to why is not preforming the way it should.
Most PC's today are self built and are the most common to not have many problems because the user/builder has the knowledge of what is needed to perform the fixes. He's the one building his own PC and knows what he's doing to fix any issues.
The problems come with PC's purchased at a local BIG Electronic store like Best Buys. These Pre-built computers are difficult because most, not all, of the hardware inside of them have proprietary parts or inferior parts like hard drives and graphic cards and are typically hard to do upgrades on them due to the way they are built and the case they use. On some, you would need to use their special instructions to perform certain task specific to hardware or software. But they differ most of the time as well.
I've been building PC's for many years since the late 1980's to today (self taught and a lot of research) and I can tell why some issues are not working most of the time and if I fail to find the problem I go and look at videos on the net like Youtube or search Google and 9 out of 10 I'll find the answers as to why I'm having frustrating problem with my PC running like crap.
Hope this helps, try and see if you have outdated drivers for your PC and see if that is the cause of your issues, that would be the first thing I would do.
What is the performance mod for? Is it for just F123 or F124? Interesting, can you tell what this performance mod is?
Ah, yes that's right , I forgot about the DLSS and Frame Generation(FG) options under the graphics settings. That will help a lot for sure. I personally don't use them since it runs fine on my RTX 3080ti and 30 series cards don't support FG.
