I actually understand not repairing the plastic bags, heck we all have had those come apart on us in the real world. :D
But most of the other gear really needs some kind of repair to it. Even if just a shoddy ad hock job. If we are in this situation and trying to get by surely we will be able to figure out a way to work on our basic gear some? Like my new trapper, he can make a coat out of a Dogman with just a piece of glass, catch squirrels with a stick and a string, but my Happy puppy ( or whatever ) backpack just dumped all my gear out with no way for me to even do a minor quick fix to it before it broke.. At least I keep an extra plastic on me for just such an emergency..
I don't think the plastic bag would be such an item. Its disposable for a reason.
Normally, plastic bags necome holes and they're adges tend to get ripped open, so the way of repairung would be: Duct taping the holes and edges.
How stable would that be? Wouldn't certain items slip through? How many times could you do this? When would the point come that you're just holding a pile of duct tape with afew pieces of plastic bag inbetween?
When a plastic bag breaks the best case scenario is it gets melted and recycled. It is unlikely the player will get access to the facilities to do the same.
YT is full of videos of people crafting bags, wallets, shoeheels and what else out of duct tape only.

(not actually sticking 2 of them together with duct tape like ripley in aliens) :)

Part of survival is making the best of whast you have, and sometimes that means repairing or rigging that backpack someone dropped because it has a hole in it.
That said...duct tape has got to be one of the best survival tools on the planet XD
usually when i start playing the game, i end up searching everywhere for plastic bags to use them as containers in hands and backpack. (other containers are a bonus too of course) :)
then i start looking for shoes lol and the mid game takes effect....
here, bags are still fairly useful, and i always carry a couple of them with me for emergencies, and usually hold on to the best 2, discarding the worst if i dont have space.
(some are even used inside larger contaners, to help subdivide the contents into loot types)
all the bags usually have a $-value to them, so i always try to pick them all up, to be in line with the scavenging nature of the game :)
what could be quite nice, and potentially simple to add as a mod for example, would be this:
New Recipe of this: any 5x plastic bags crafted = 1x bag of 100% condition.
(this could simply be a recipe for all users to start off with, and the crafted bag could even be a bit less, say just 80% condition for example)
if you imagine that a person places 1 bag into another, (then the weaknesses and holes of one bag, are strengthened by the 2nd bag).
and if this is done with 5 bags inside of each other, then you probably have a good chance of making a fairly good bag, and this could be represented by that slightly lower final bag rating instead of 100%
Then, as players find more bags, the value of them increases, because not only can they all be sold as per usual, but also, the player can craft them into a stronger bag, to actually use as an item (or to turn 5 very low condition / very low value bags, into a fairly valuable bag for future sale) :)
it might be a fun bit of container strategy, or plastic bag micro-management, or value-added-trading, simply via 1 extra recipe? :)
