What "Vulnerable" does?

Hello, quick question, what is the exact effect of Vulnerable? Increasing chance to hit? Increased damage? Auto-targeting vital part?

Vulnerable increases chance to hit, I'm not sure if it increases damage as well.

Vulnerable gives -30% to morale (make's enemy see you as more of a target) and -50% defense (effectively enemy have +50% to hit).
