@OP: In case you were asking about the actual game, it is helpful in encounters. When the opportunity comes where it will be useful it will be one of the items that shows up during the encounter choices, and then you can choose to use it. It's a nice little surprise when it comes up the first times, so if you don't want the surprise spoiled, only peak at the first spoiler. ;)
Generic minor spoiler about the locations you can use it in:
DMC and at the end encounter, Grayling.
More specific spoilers about what exactly it can do:
In DMC it helps you escape the SkyCorps, either at the Bank or at the Apartments.
In Grayling it can buy the player some extra time by distracting the robots.
