So not only he has a timed, limited access, he also has it from illegal source. Pretty poor basis to think about owning a Real Estate. That is further reinforced by some story developments already in the game - in the encounter with Cale, in the Concrete Apartments, one his call is all that is necessary to get player into trouble with the security, and possibly banned from the city for years. And as far as we know, Cale is not any kind of rich power-player but an ordinary, poor citizen.
So maybe in the future Dan could add a way to get DMC citizenship (or at least Work Permit), but for now it would make little sense for someone to sell an apartment to player. Rent-per-day hotel maybe?
Yeah, story-wise I see your point. It would be unreasonable for the character to do so. Perhaps when more features/story are introduced the issue of a safehouse might not even be a concern at all.
