Do enemies ever surrender?

i have been fighting some enemies in the few hours that spend in this awesome game. And i noticed enemies almost never surrender, even when they have no other choice. I cut a guy from top to tail, almost everything cut, and bleeding, and he wouldnt surrender. At what moments do enemies surrender? Does it have to be a specific enemy?

Some enemies are too aggresive to surrender. Blue Frogs for example are like rabid dogs, they just keep coming. (Okay, they'll sometimes run, but you get the point). General looters, non affiliated to gangs, like the ones you often find around DMC have a mucher higher likelihood of surrendering. It helps a lot if you look scary, which usually involves things like guns and/or certain types of clothes like the dogman coat or DMC armor. There's also a certain entertainig yet scary plot item that specifically makes you look intimidating. Looking scary will often make plain Joes just run away from you, but it will also make them likely to surrender if you get close enough.
