If I can't make a broadspear, I like to take the war club. I just have remember to dodge and parry a lot. ;)
Cleaver hurts more and can cause bleeding wounds which can help to wear the enemy down. The downside is it's very short range, meaning using it puts the player at greater risk.
There is also a monkey wrench (my personal favorite) - it has the highest raw damage output from all the melee weapons. It does not cut, so don't hope to bleed the enemies out. Instead, it has a bigger chance to stun and/or cripple the opponent, which can be crucial at times. Here, again, the drawback is the very short range.
The war club is a middle ground weapon. The damage is also of blunt variety, same as with the wrench, but the damage, while still high, is slightly lower. It is however mid-ranged - having shorter reach than a spear, but longer than wrench/cleaver.
So in essence, there is no one obvious choice for the "best weapon" award - it really depends on your chosen strategy.
Hhhmm from both your descriptions I think I might be leaning towards the broadspear since I am so paranoid about being hit! I prefer to keep distance! Especially since I don't take the tough trait.
It is harder though. You need to learn how and when move in combat, in order to keep the distance, since the enemies will be trying to get to you, so they can attack too.
It is a tricky business, so don't expect it to be a fool-proof tactic :D
Gosh this game is brutal, every encounter regardless of what weapon I have could be near fatal. I am starting to think that any combat situation is a lose lose :P

It also depends on what type of enemy you are going against, Most armored enemies (DMC guards and other tough enemies) would be killed easier with blunt weapons (Ex: War Club, Crowbar, Monkey Wrench, etc.) But other unarmored enemies (Bad Muthas, Looters, Etc.) would be killed easier with sharp cutting objects (Ex: Spears, Cleavers, Pocket Knife, Etc.).
Overall, There are weapons that are better for different enemies. It really depends on what you are trying to kill and what build you have, I wouldn't suggest relying on a bow without the ranged skill.
Why hardened spear over broad spear? Hardened lacks the brutal cutting damage broad spear provides, and with the abundance of whiskey bottles it's never hard to find 100% glass shards.
Also when you combine heavy bleeding with plenty of dodging it becomes pretty trivial to kite just about anything.
