Report a translation problem
This permission only applies to NEO Scavenger, so other apps cannot store data on your machine unless you allow them specifically. In fact, this only applies to this instance of NEO Scavenger, and you'd be asked again if you moved it to a new installation folder, for example.
Also, depending on the amount of space it was requesting permission for, you might end up seeing it again if it exceeds that amount. (Which tends to happen if you are having a longer game session with significantly more data.)
As for "was it intended by the game dev?" Yes and no.
"Yes" in that it's normal for a Flash game to do this when saving data. "No" in that I never expected NEO Scavenger to become a desktop game. (It was designed for web-only back in 2011.)
Flash isn't really intended to work like this, so I'm stuck with a lot of compromises in mimicking functionality that's standard in traditional desktop games.
