There are conditions which rise your food intake (make you go hungry faster) but there is nothing in the game which would made food stop working. So if you were suffering from greatly increased hunger, due to Fast Metabolism trait or if you were affected by the Wendigo curse it is totally possible that eating only berries during longer periods of time would not be enough.
But if you ate all those berries in the span of only several turns, you should have seen the nutrition bar fill up at least a little.
Yes, it does. Although eating one time should not make you hyper-hungry immiedietelly. It takes several "tastings" to develop the full-blown effect of the curse.
