I'm actually from NH, and made NEO Scavenger while living in BC, Canada. And since last year, I'm back in the States (Seattle).
Lower Michigan was originally chosen because it was a peninsula, so I could easily explain why the player couldn't travel out of the state in 3 directions. The Great Black Swamp was a contrivance for the southern border.
And Michigan also had several features I liked for the setting: temperate climate, a mix of urban and wilderness areas, and a culture of grit and resolve: Speramus Meliora; Resurget Cineribus.
However, since you created NEOScav, which I have been playing since long before it was on Steam - I say welcome! Hope you're liking it and the locals aren't *too* distantly polite once you mention you arent from the PNW...
And for what it's worth, I like to think a place's character never changes entirely. It just becomes layered over time.
Cost of living notwithstanding :)
