50 trash in one bag

i am stuck on this mission, it just says to load out a bag with at least 50 pieces of trash in it, but i can never pick up more than 40. am i reading/understanding it wrong or is there something else that i need to do?

Place the bag on a pallet and the next one with 10 bags on it. One pallet counts as one package/bag.
You can also simply place the full bag with 40 pieces on the belt and then the bag with 10 pieces.

About trash: Later there are quests that require specfic trash, like spend casing.
