The final fancy Bill?

I've beaten the game twice. I still can't find the stupid last bill. 10k Yen. Someone please tell me how to get there, I've done both endings of blowing up the pig and sending it to Spectator.

Edit: 15 Minutes after this post I found it in a random bag in a relatively newish save file in a bag with 10% gang marked bills. I don't understand.

some of these bills are randomly given to you trough out the game (requests/tasks), took me about 50hours to get the bill at number 7 .. that was the last one I needed lol everything else was done fast

when you make the decision at the end, it should drop in the delivery circle. a flat gold gift box

If you haven't completed the art compendium, you have a chance of seeing any missing bills randomly in a quest. I managed to find 2 of them in my pile of "needs to be sorted" crap as I finished the main story line. So ended up with 3 of them
