Is my game bricked?

i have been playing a while now, i have the quest active to get one of each mark, a counterfeit and send it in a flat gift box, i have been having trouble getting marked notes, i just scanned my pallets of spare cash and it says all of them are ink stained and gang marked, so i took all of them ran them through a machine next to a UV and peeled my eyeballs to spot the marked notes and there are none (also i cant see any ink stains) i even took a few to the workbench separated them out and couldn't find any marks either i'm level ~46 and have filled up my piggy, am still trying to get enough marked notes to do the story quests, and no matter how many quests i do i don't see any marked stuff at all? am i bricked?

Im thinking the patch introduced some graphical bugs.

I found that when holding partial packs of cash, it tells me theres 100 bills in it. when i use the scanner on it, it tells me the correct total.

Also pallets with plastic wrapped cash seems to make the cash disappear like theres nothing on it, but when i use the bulk pickup, everything reappears once its off the pallet.

additionally, i put some known unmarked piles of cash in the dryer, and when it was going, i saw nothing but red x's. when i took them out and manually checked... there were no x's.
