colors are bugged?

Tried to start playing the game only for the place to look like it was frozen over, everything has this light blue tint all over it now. Starting a new save file does the same thing anyone else experiencing this problem? Im not sure if its a graphics issue or what...

ingame settings , video, increase reflection. you play on "low".
