Bug with panther mission

I have the amount of marked, but it doesnt fill the quest. The scanner show 10% for the exact amount of only marked dollar. I already filled two times for getting 14%....

Marked bills have three categories: Normal Marked, Gang Marked, and FDI Marked.
Gang bills are different from Normal and FDI bills.
Normal: These have the large red "X" going from corner to corner. These do NOT count toward this task.
Gang Marked: Usually has some sort of red square design on it with different patterns that make up the square. Also, the ones with the smaller, thick red "X" that is centered on the bill count toward this.
FDI Bills: These have a red circular eye design. These do NOT count toward this task.
