BUG: The Vault of Truth/Operation Black File

All the briefcases in the vault were empty and I can't complete these two quests. Is there a way to force spawn the expected folders?

It should be in the entrance area to the vault not inside the huge storage part of it. If it’s not there I don’t know a solution unfortunately.
