where is the marked money?

i am currently at level 41, have a filled up piggy and have had so since level 20 odd, i have 3 "golden" quests to do one is to get a suitcase with forged gang,fdi and police marked, and then the two with FDI files and X marked money, i have spent hours cleaning money for quests and have not seen a single marked bill (for context all of the old marked money went in the pig before i knew what i needed) now how the hell am i supposed to get marked money now, i have tried all different kinds of quests, sent off all my necklaces / bullets / rubbish and never do i see any marked bills, not a single one ... am i bricked?
