Should I retain counterfeit bills?
Is there any use for counterfeit banknotes in the full game? Is it easier to retain them separately or just to burn them?

Yes. There are quests looking for counterfeit, and you CAN use counterfeit if the quest doesn't say "no counterfeit".

No, but I wouldn't just give them all away because there's main quests that require only those bills so if you don't have them it will take a long time to get enough.
