I am not sure if I have seen blood splatter, but so far it has not affected anything.
Ink splatter, however, is condition similar to dirt and missions may require that money has no ink.
And like dirt it spreads to all non-inked money if put in pile etc.
Lightly Soiled - brown mess - detected by the scanner as dirty
Heavily Soiled - lots of brown mess - detected by the scanner as dirty
Wet - clear mess, squelches, drips - detected by the scanner as wet
Ink Stained - blue mess - detected by the scanner as splatted
All of these will taint the whole stack when mixed with other notes but can be fixed.
Counterfeit - does not glow under UV - not detected by scanner
Marked - has red pattern only visible under UV - not detected by scanner
These do not spread to other notes and cannot be undone.
There are 5 variations of mark:
FDI - Eye
Police - thin cross, corner to corner
Gang 1 - Fat cross in middle
Gang 2 - Square divided in to triangles X] with alternating filled or empty quarters
Gang 3 - Striped square
