Soft Lock yourself with Panther and Chamber of Truth? Here is a way to handle this...

if you throw all the quest releated marked money from the vault inside the piggy like me and softlock yourself in the main quest, here is a way to do the quest with purple dark net jobs.

1:
You need a high level. I am at Lv. 40 right now. This is importend because if you have higher level you get bigger contracts. bigger contracts means more bills. high yen contracts are the best. if you have a lower level and get less bills you just need longer to get what you need.

2:
check all your contracts and look if you have contracts with the requirement "no marked bills". If you have some DONT accept then! Make a clear save! this means save and exit and reload back in the game.

3. Then accept the contract with the requirement "no marked bills"

4. grab some of the bills from the contract and check them under the uv.

If you see Gang marked bills direkt ALT F4 out of the game, reload the save and ignore the job.

Wait for the next new job notification and check if it is a no marked bills job. yes? save the game, accept it and check the mark quick under the uv. gang mark? ALT F4 und reload.

BUT if you get FDI or police marks = do the job and collect all marked bills. then save the game again.

wait for the next job....save...check...reload or not and so on and so on

its a grindi and stupid check and reload system but it works!

with this method you can realy fast skip gang marked jobs (because you just alt f4 and reload the save) and get to these contracts with the marked bills you really need.

i complete both quest within an hour with this method.
the police marked bills are really really rare so you maybe need some reloads but it is possible to get them.
fdi marked notes are more often but because you need stupid 500 it takes 2 or 3 jobs to get them together.
