Rogue Legacy has much more to do, has a very solid feeling of progression, however it mostly comes down to the same hack and slash play style, the fact that the dungeons are randomised every time is great thus is a great single player option.
With Risk of Rain I found it much more enjoyable, despite the lack of randomised dungeons (its only item and portal location) there are about 6 sectors in total? (not sure maybe I havent seen them all) RoR simply feels very fluid and action heavy, the unlocking of classes is different from RL In that you have to complete certain tasks rather then spend money earnt like in RL. This for me was annoying and I've still not found all the classes.
HOWEVER this keeps bringing me back to it for a couple of hours just to see if I can get that next class in Risk of Rain, where it felt somewhat like a chore in Rouge Legacy (maybe thats just me).
SO I guess, both have a great progression system, randomised elements in both I found Risk of Rain to be more insane (missles flying across the screen, hordes of monsters and having to constantly keep moving least you get caught) and Rogue Legacy to be more of a Skill platforming type thing (it involves a lot of timing and can be extremely rewarding)
Both are very challanging games but if I had to choose one, despite there being much more to do in Rogue Legacy right now I'd go with Risk of Rain. Simply because of its fast paced gameplay as compared to Rogue's skill based platforming hack and slash, but thats just me!
The Latter is made by Soldat developers, and has a active community over years of service with the game. No idea if KAG will get a 75% off.
Though I have not played this yet, just about to buy it now on sale. But I do recommend rogues legacy.
PS - rogues legacy plays infinitely better with a controller, something to think about.
