I don't know about the hammer, but probably it decreases the defense even more when stacking
I think they stack even more. Try it with engeneer, the tourret cooldown is the best to check that.
On a side note, the origin piece (the one who reduces cooldown for use items) stacks a ton, i got like 150 for 1 sec cooldown on any random use item.
Well it's nice to know that Enigma stacks aren't as effective as Mitosis stacks.

As for the alien head, i can say it stacks only 3 heads, no benefit for more (tested on engeneer: 2 heads = 20 sec cooldown for turrets, 3 heads = 15 sec, 4 & 5 = 15 sec)
Also: Item cooldown + Timepiece = Complete Time Stop
56 Leaf Clovers cap at 25... %4 drop chance x 25 = %100. and trust me, i've done the tests... i used to collect 20 for AGM runs, before i realized that 15 was WAY more than enough. with the Command relic enabled, after a certain point, there are just item boxes EVERYWHERE. after which i figured i'd beaten the game enough times and decided my new goal was to pick up 5 more 56LCs and see if i could crash the game with box sprites :D (couldn't btw... robust programming, Hopoo/Chucklefish!)
Goat hoof doesn't cap at 15, it caps at 25, just tested that with a friend.
