Report a translation problem
I get that it's an old game on a proprietary engine, but if they went to the effort of making a Steam release, I really wish they would have added in at least an AA option in-game. DSR does not play nice with my dual-monitor setup, so I have to disable my secondary monitor and re-enable DSR factors just to play this game without my eyes bleeding.
As for your issue, may try and add more AA through the Nvidia panel?
I suppose I could try the Nvidia FXAA to see how well it covers jaggies, but my guess is not well.
Apparently we can enable AA by doing this: https://forums.guru3d.com/threads/nvidia-anti-aliasing-guide-updated.357956/. I got that link from The Saboteur page at PC Gaming Wiki. I haven't tried it though. Anyone feeling adventurous?
How do you set to 59fps? The video settings offer 60fps which reverts to 800x600.

Correct. The Video Setup launch option (or exe in game folder) lets you change the graphics. For me, the maximum settings it will accept are 1920x1080@60Hz (anything higher and I get 640x480 at minimum settings. 59 Hz are available as an option in the Video Setup "launcher". I'm using the GOG version.
What can be done to improve the image quite noticeably is to enforce certain (otherwise unavailable) options via the graphics driver. Quite simple on AMD/Radeon driver software (so I won't explain it here unless asked to), but for Nvidia, you have to go to Nvidia Control Panel, select "Manage 3D settings", then choose the "Program Settings" tab and find the game exe in the list (or select the game exe via the "add" button). Don't forget to hit "apply" once you chose all your settings in the bottom right of the window.
