Need to be patched?

I read about a patch in a couple of posts - is this necessary? Shouldn't Steam version be as up to date as it gets?

This is no patch, there’s workarounds for outdated mechanics at pcgamingwiki for motion blur, fov etc.

I was partially wrong, There is a beta patch not really sure how useful it is but its automatically installed on the EA and GOG versions but you have to manually download it for the steam version.

You can turn off motion blur two way
when you click play open video setting then change Change PostProcessing 1 to PostProcessing 0
Or

Edit config file[2]
Go to the configuration file(s) location: C:\Users\YourUserName\Documents\My Games\The Saboteur™\SaveGames
Open config.ini. with Notepad
Change PostProcessing 1 to PostProcessing 0.
