Is there any way to improve the graphics?
higher draw distance, and shadow resolution for example would be really welcome

Yes but apparently you have to play the prologue first and then you can change it through the launcher. Its tied to a save profile so unless one exists it doesnt know where to pull that data from.

- Play until you can save then you can launch SaboteurLauncher.exe from
- C:\Program Files (x86)\Steam\steamapps\common\The Saboteur

Change settings and hopefully that works? its still untested from my side but will be trying after work

You just need to set your refresh to 60hz max in Setup and then you can save all the settings and they wont reset.

Oh this is why I had AWFUL graphics when I tried it during my "EA Play" subscription. Like, the video was in 480p and was horribly strechted. I hate it when games skip over the options by forcing a tutorial/prologue first.

Can confirm what digital divide said here. As long as you set it to 60hz in the launcher it will keep your settings. Thanks alot for that!

People here are not understanding my question. I mean pushing the graphics even further from the default max graphics. Sometimes you can do that by tweaking the ini file. The game looks good but shadows and draw distance are very not great even at max. A way to increase this would be awesome

You could try adding ReShade or something similar to the game, I guess. I've heard the idea being passed around, though I wouldn't expect an egregious amount of presets for this game being available out there.
I don't know if the game is mod friendly beyond that, but mods are what you are hinting at by that point.

While in VideoSetup.exe : DISABLE "POST PROCESS FILTERS" and set resolution to 1920x1080 at 60HZ refresh rate...
Then you get rid of the stretched screen.
DO THIS and enjoy your game.

I set it the resolution to 1920x1080, tried both at 59hz and 60hz, and I keep getting stutter. Is there any way to get rid of the stutter?

By stutter do you mean like once a second there's a very small, tiny pause? Because I have that too.

As for OPs question, no unfortunately. The only thing you can edit with an ini file that isn't on the video settings launcher is Vsync.

My documents/GAME NAME/ config file
set cliprange setting to any number above 2. You can change every setting in the config file above three except for slice range, if you do set slice range above three it crashes the game.

My settings are.
Texture quality 512
Clip range 512
Shadows 512
Object detail 512
And I play in 1080p

The value range for those settings is 0-3. Making it higher than 3 won't have any additional effect as it just defaults back to 3.

I put my shadows to three and they were glitching and appearing right in front of me at greater detail......
