Detailed description I gave with my experience playing a lot of all 3 games in my post linked here:

XCOM/UFO Defense, to varying levels of difficulty/playability/polish..
Running With Rifles (no pausing, fairly sad AI for single-player offline team-mates, but it is the game that started me on the hunt that's led me here :> )
That's all that come to mind that I've personally played, anyway..
Somewhat unrelated, but this thread reminds me of those Delta Force games :>
I don't know if it's the best in existence, but it is definitely the best one I've personally played.
The Masterplan has very similar gameplay to Doorkickers (albeit with a "slow down time" button instead of a "pause" button) Execpt instead of a Swat team you play as a group of Theives in the 1970's and do heists.
The game does heavily punish you for killing people though so expect to be sneaking around and knocking people out/sticking them up instead of just charging in and shooting everyone

Nobody has mentioned it because the games arent even close to being identical
The games we're talking about is squad based games.
already own it and love it. but yeah that's more of a strategy game than a tactical squad based game.
