Are you playing campaign or single missions?
"House Call" missions are maps designed by early supporters who pledged "House Call" tier on official site:
"Get your house in the game! (work with our designer/artists to create the layout and look) + previous tiers. Will include at least 3 original objects to be placed in the house."

You tried a single mission or a campaign mission?
Play a campaign mission and see if it will be healed after (obviously not deploy the injured trooper.)
