is there a way to download skins?

i saw a guy on toribash today and he had a head texture that had a guy's half face and the other half was "jeff the killer"

There isn't really a selection of skins to download that are high resolution unless the artist has allowed them to be distributed freely. However, there is a thread located in the link below which contains some 'free' sets which you can use. Also, you will need body texture items to actually wear these, and you cannot resell free sets or claim them as your own - you must always credit the artist as the actual artist.

is there any free body texture? and does a colored torso count as a body texture?

A torso colour doesn't count as a body texture, no. It counts as a body gradient.

As for free body texture items, you have to buy them using the ingame currency TC.

You need to go to the torishop or the market and buy texture items in exchange for tc, so that you can activate textures.

Go there, upload your head texture. Done.

Note : If you still dont see your head texture, use the command /dl <playername> and then /lp 0 <playername>. (In this case playername- your In-game name.)
Example - /dl eElectro (this will download my texture and skin)
/lp 0 eElectro (this will show my texture and skin instead of your tori)
