You can dig up the festival topper after tasting the dish grandma's salad (apple, banana, lemon), it will trigger a flashback sequence that shows you where to find the festival topper.

hey so, im wondering is there a way to view the memories again? i accidentally watched some of them too early, before i got these missions (did the same for the lucky coin) and i cant figure out for the life of me where to find these now

Yes you can rewatch the memory in your Notebook's RSVPs Quest Tab

how do i do that? there must be something im missing, i've looked around through the menus for a while, even spend a good few hours cruising around the island for digging spots, which i assume these 2 items dont have, even got all the starfish except for 1 on that island

If you have made one of Grandma's dishes, you will get a prompt (F) to taste it and recall a memory. In the Notebook, you can rewatch it in the RSVP Tab on any Guest's page with Remember (R). If you don't see Remember on the right page of those Guests, that means you may not have tasted it to see the memory.

The dig spot for the time capsules will not appear until you have seen the memory. So to be safe, I would redo all the steps: make Grandma's dishes that the guests asked for, make sure you taste it (F), then look for the dig spots again.
