Event Co-op is far more active than the regular one and as TotemMX mentioned join the discord if you need a group.
I agree with the lower levels, it's impossible to find matches if you don't do it on the first day it's been released.
Since the chat function is non-existent in-game, it's difficult to see who is online to ask for help, My advice would be to add as many friends as you can when you do get matches, then make your own lobby and invite whoever is online to try and clear the lower ones.
