Report a translation problem
At some point (I don't think the game explicitly tells you this; it might only be doable after joining the Obeyers), you go to the Drypeak Warrens, speak to Zakary, and he tells you about Emily, asks you to go investigate her. She's in the zone before you reach Drypeak proper, where the little camp and tent with the strange fyora was, close to the exit. She might be there even if you're not an Obeyer, idk, but there you can talk to her/interrogate her/decide her fate. My advice, go to that area, and if there's a text box/new NPC, cheers :D If not, it must be unfortunately Obeyer-locked. If Zakary doesn't hate you outright, you might be able to pick his brain about her anyway. Kind of a time to experiment, I suppose.
I've never even found her records, had no idea they were in the Taker lands lol - she indicates they're in that area I think, but I tend to forget stuff and don't like trawling without direction.
Which I did, that's why I'm now here - having gone through all that effort I want to know how to bring this to a satisfactory conclusion. Following getting this info I spoke to Emily about it and she don't say anything much about it (same options etc) and I also spoke to Zakary but he has no dialogue concerning Emily now either.
I also want to clear this up now 'cos I got to decide who's side to take with nothing much else to do as it stands. I had decided to go loyalist on the grounds the whole lot of 'em are stark raving mad but at least the Shapers have some experience of keeping things under some sort of control. However when it came to actually clicking the mouse button with Zakary I found my right index finger refused to cooperate.
I think it was trying to tell me I really should have a chat with the Awakened and see if I could knock some sense into them with regard to their mad scientist. Also I think I might have quaffed one or two more canisters than is good for me which I understand is going to make life tricky with the Shapers so I might as well be hung for a sheep as a lamb at this point.
But before I do I'd like to sort things out for poor, abandoned and apparently innocent Emily - apparently being the operative word here, further info required.
What I can tell you is that you have the full context on Emily by now, and you're free to choose. The game isn't going to tell you anything else about her, because this is the entire quest. I can provide some clear context, though.
Shapers are, in their society, carefully selected (I think many apply, few are chosen) and rigorously tested, first all throughout school, and then through their whole life in how they adhere to the rules of society. Shaping is a power that is (rightfully) controlled with an iron fist, as uncontrolled Shaping leads to widespread devastation. Anyone who can shape who hasn't gone through that intensive training is a liability, and Shapers don't do liabilities.
Emily, on the other hand, was born able to shape, and she can do it more powerfully than a lot of Shapers can, even without all those years of testing. She doesn't have much to say about herself because she's only ever known a life in the wilderness, away from any sort of Shaper society. She doesn't know that they consider her dangerous, and doesn't know how scared she should be that she's finally being investigated.
She's just living a happy life out in the Drypeak outskirts with her little fyoras - which are very cute and sweet and loyal to her, but loosely controlled. She finds them beautiful and wondrous. The Shapers would see them as misshapen potential rogues, which is also how they see Emily.
The question is simply, "does Emily deserve to be exterminated for an innate ability/trait that is not her fault?", and it's up to your own judgement. Since you hesitated to turn her in to Zakary, that's probably a good place to start. :]
