can not play game offline steam ! it failed !?

I am assuming no one has discovered a solution to this? im having the same issue and i just re installed since i heard about the steam workshop integration. bot kanes wrath, and tibwar are giving me this error. the only difference to the OP is im not playing offline (if im reading the OPs post right).

correction, this is happening to all of my installed C&C games. RA3, RA3Uprising, ironically even Tib4.

I found a solution.
Go to the game directory and launch the game exe from there as administrator.
