No one can make it
Regular Red Alert 3 has an SDK for it, and is much easier to work with (including the fact that you can actually go online with it). Uprising is more of an offline adventure expansion.
There is a mod out there that allows Red Alert 3 to have the new units featured in Uprising (Upheaval) if you're just dead set on the game due to that aspect.
So, in short, no. There are no mods for Uprising. If you want mods, use regular Red Alert 3.
They can be fun to play with, but they aren't classified as mods. They're cheats, and can get you bannned if you try to use them online. So if you choose to play with them, then do so in skirmish matches.
Not trying to say they're bad; just don't get yourself into trouble by using them.
