How to fix that? I've been searching on google and can't find any solution. Verified the game files, no files failed to validate. Please helpppppppp

To download and install a Windows 7 language pack, follow these steps:
Start Microsoft Update. To do this, click Start windows icon, type Windows Update in the Search programs and files box, and then click Windows Update in the Programs list.

I also had this issue and here is how I solved it:

In steam game Library, go to game properties (by right-clicking game name), then switch to Language tab and choose any language.
