As of now, no specific time has been announced for when the update will be available to everyone. Once it’s possible to share the exact time, the developers will announce it across all their channels.

Correct, it’s expected that every major update will include a wipe.
This reset allows players to fully experience the new content without complications stemming from existing characters or progress.

You start with a fresh game. so you have to choose your Username again. Just like your first install.
