Can you download something like hwinfo64[www.hwinfo.com] and check your CPU temps, CPU package power, and core clocks while you're on a heli? It sounds like you may be thermal throttling, as Intel CPUs, especially an i9 will use a ton of power during those times.
Also just to make sure, what drive do you have the game installed on? SATA SSD? nvme SSD? HDD?
It could be your CPU. I'm sure you've seen the issues with Intel's 13th and 14th gen CPUs, right? Instability issues and voltage problems galore.

So I use HWinfo, when the frame rate drops, the utilization of all 32 cores increases to 100% and then the frame rate drops. I understand that because the CPU can't keep up, but it can't be that everything was running well before the first big update and now there's always such a strange CPU load kicking in! Because that makes the whole thing unplayable! And yes, I use a gen4 m.2 SSD! In my opinion, this game still has a problem with the hybrid architecture of the CPU, I thought something would be changed with the next big update, but unfortunately that's not the case!
I even have 4 different versions! And also various CPU settings!
Are you using the correct Nvidia driver? The latest one is faulty. But if your issues persist you should have a look into the electromigration issues of Intel. Updating your BIOS when it was already too late will not fix existing physical damage on your CPU.
I can tell you by experience that the game runs rock solid since the update. So somewhere in your hardware or software is an issue.

Ok, so when you're at 100%, what are your CPU temps? CPU clocks/multiplier for P and E cores? CPU package power? Power limits PL1/PL2?
If your CPU is at 100%, I'm not sure how that equates to an issue with hybrid CPUs if all your e-cores are being fully utilized.
It is not UNREAL related. Please do not spread false information. The issue the Intel CPUs are having is that UE5 loves to load shaders extremely fast with a modern performance profile that PROPERLY utilizes the CPU. And that load, that a multitude of other engines and programs cannot create leads to the instability that Intel is to blame for.
AMD had no issues with it, because they not been natively OCing their CPUs like crazy.
You are correct. Makes no sense at all. I am also using and been using hybrid CPUs with GZW. No issues at all.
Besides that the game should never utilize the E-Cores. Whatever maxes them out is not the game.
Running DLSS no frame gen and quality and run a consistent 80-90fps on the ground, with drops at times over certain areas in the helis down to 50s and 60s. If it gets below that, its time to get out, reboot to clear the memory cache etc.
One thing that's a quirky work around, if I change to FSR and then back to DLSS in game, it brings the frame rate back up sometimes.
Test your CPU with the intel Tool! When failed make a refund and update your bios ;-)
