I am not weapon expert :-)
It's a bit wonky, but the game DOES tell you. Here's what I have noticed, I haven't seen anyone else mentioning this.
The items that a part has the ability to attach to are indicated by a golden yellow border highlighting the matching attachments on both your inventory and merchant screen, but only when you have the item opened in 'Inspect' mode and you have to have the details screen manually selected in the foreground. IDK why but you have to click the window for it to highlight the items in the background behind it.
The item you're looking to find parts to pair with MUST be owned by you / MUST be in YOUR inventory. IE The 'inspect' highlighting function will not work if the item being inspected is in a merchant inventory.
