This way, if you can't get the key, you have other avenues to get in but countered by costs of space, resources, weight, etc. and the need to plan accordingly.
Hell, all the valuable loot you can find there, is not exclusively, but most of the time behind locked doors.

The grind level here is far lower than in Tarkov, where quest items disappear until the door closes again.
On the other hand, in EFT, you could find keys in jackets or boxes, not related to a location in itself, it just had a spawn rate of x%, together with other keys (even of other maps) etc.
In this game you can be lucky, my first try on the Negotiator, I didn't have a key, was just walking in and it said quest completed. A friend heard this and sped towards the Bunker to be able to be there in time before the door resets itself. So quests can be done and completed not even owning the key required.
What they need to change in this game is either change the respawn rate of enemies at Hunter's paradise/YBL/Ban Pa OR make the enemies a lot tougher so one person can't just wipe a whole town and hold up many other players to complete quests, find keys or loot.
Personally I'm all for the second option, you won't run & gun at the airfield or at Midnight's Sapphire, which benefits the other players at the same location..
No it's a great mechanics and makes sense to actually find the key on bodies within that area instead on some random desk *ss end of the map.
This mechanics should not be changed. That's part of the game, looting for keys.
When I am playing with a squad, we have found the key we needed on dead AI on our first try every single time. Just have more patience.

The mechanics for having to search AI pockets for keys is far better than having to search for some random *ss deck.
The generator key at Bunker is another rare one, door has been open one time while I didn't have the quest yet, been stuck in my quest list for ages now.
Another rare key to drop is the Elderly Hut key, you need it for Lab Rat, luckily I watched a vid showing how to get in by jumping on boxes to get into the window from the back.
The fact there is a vid on youtube, shows other players are experiencing the same low drop rate as well.
It's just bad game design, just like having to kill a boss in a squad of 4, 4 times.
Same goes for quest items, etc..
You just can't make this up.
I love the game concept but the devs need to rethink a lot of things, as they feel like the most illogical thing to come up with.
Related: One of the nice things about PvE servers is being able to ask members of any faction for assistance, whereas you’d be killing each other in PvP.
Before I could go for the canister at BL, a network error occurred, turned out my whole internet was down consequently for 20 min. Reconnect didn't work (it never does) so I had to quit the game.
Logging in the next day, showed every quest resetted and lost all my gear on me, including the canister quest so here I am again, back at the SM...
Asked around, seems everyone has all the keys I have, multiple times, except all those needed for quests. Just like Ilindrael, the only way I was able to complete the Negotiator, the Lab Rat quest (jump into window), Generator Bunker quest, Handshake Canister quest was by pure luck.
Since any key-bound incomplete quest holds back other quests, this is something that needs to be fixed asap. You can't let people progress based on 100% luck since the drop rate seems to be multiple times lower than the drop rate of all the other keys.
So far, I've found the Negotiator YBL Office2 open a lot of times I went there.
The YBL Generator Room open x 2
The SM Office Weapon Storage open x 1
The BP Elder Hut open 0 times.
