Bullet proof glass?

It's me or are som windows with bullet proof? sometimes i shot through windows and hit the enemy ( super glass i thing because feels you use entire mag and headshots and the enemy don't die) and other windows i see an enemy walking and im to headshot but notthing happens, no hit, and the enemy the same shot me but don't hit me for the glass
