Will I be able to run this game ?

I have heard ( a lot ) that optimization is really bad. My computer meets the minimum specs but falls short of the recommended. I was wondering if I would be able to play this game at a steady 60 FPS on lowest settings at 1920 x 1080. I have 16gb RAM, Ryzen 7 3800x, and a Radeon 5700 XT. I do not know much about computers. Any help would be greatly appreciated !
