[Solved/CPU PBO Issue] Getting mad loading stutters on a 3090, 5950x, 128gb ram
Getting mad loading stutters on a 3090, 5950x, 128gb ram like it's compiling shaders where ever you look. It's like it loads UE5's nanite (renders only the pixels on your screen) if you look around, it stutters like mad until you finally load it then you look around and it lags again. Once everything is loaded, it plays not bad (80-100 fps low settings) but f#ck me man, it's literally unplayable initially with the stutters and it takes like 5-10 min to go around and load everything properly. I barely played the game and I'm already done with it. It's horridly unoptimized. Never had this issue with any other game.

try dlss, or FSR.
at first time, it was rubberbanding, broken fps., maybe your first time stating game. check a second time. or try this below.
FSR or DLSS
i run a 3080, i9900k,2k. DLSS kinda 80 FPS, FSR 144 fps. Epic to High, shadows mid.

i wish i could cap my fps at 90...cause its going to get a bit warm here xD

If it kinda feels like your frames are ghosting, try tabbing in and out of the game. It might not work, but it did the trick for me.

Does the exact same for me on 10900k, 3090 ti cant play it like this doesnt matter if I use fsr or dlss

I figured out the issue. I found that when using occt benchmarking my single cpu thread was performing fine but my multi thread was performing very bad. So I found this subreddit https://www.reddit.com/r/AMDHelp/comments/kuodjm/5600x_low_multi_thread_score/ and changing the following bios settings worked:

• ⁠Global C-state Control = Enabled • ⁠Power Supply Idle Control = Low Current Idle • ⁠CPPC = Enabled • ⁠CPPC Preferred Cores = Enabled • ⁠AMD Cool'n'Quiet = Enabled • ⁠PPC Adjustment = PState 0. Also set PBO disabled not auto.

You shouldn't be changing the BIOS setting for a game to run properly.

FSR -> Balanced -> Native AA (makes HUGE difference) and lower the graphics until you're happy with the frame rate.

All on low apart from foliage = high , FSR = balanced .

It was for my cpu to run properly again in general. Since I assume the reason for the really bad stutters is for shaders to compile that's usually run by the cpu and if that is lacking behind and with occt tests to back that up, it's obviously the cpu's fault in some way.

So changing those bios settings did work. I will be doing some tests today to see what the actual setting was impacting. I have a feeling it's PBO.

Alright did some tests and it's the PBO that's causing my cpu to have really bad scores with multi threading. It's interesting because I used to use PBO with undervolting to -15 and boosting to 200+ MHz and it ran completely fine previously. But this was before I had to replace my cpu due it died eventually. So this could just be a me problem only with the PBO issue but the info is here anyway if anyone else has it also.
