The "hanging" should go away after 30 mins or so when the shaders are all compiled.
But then again, your CPU is 12 years old. Why on earth would you think this can run the game when the *minimum* requirement is Intel Core™ i5-8600? (And minimum here meaning: 30 fps and probably 100% usage.) I have a Ryzen 5600x which is about 3 times as good as your CPU and still have high CPU usage. Upgrade your CPU or you will run in more and more problems further down the line.
Temps stay around 70/80c range but maybe the cpu is just old and it is time to upgrade at some point but it is really weird that it is only this game and not any other game.
12th gen or above depending on what you can afford.
Better to have a good cpu and worse gpu than bad cpu and good gpu. Because the gpu work is bound by the cpu being able to do work. But when you have a bad gpu you can always lower graphics so more load gets put on cpu and less on gpu giving you more frames.
