Probably a mix of game dev issue and hardware issue being brought out.
EDIT: Some other advice is to set the following in this order;
- Set pagefile to static (both values the same) and 1.5x your RAM (look up how to set it properly)
- CPU Fan in BIOS set to 100%
- Case Fans in BIOS set to 100% (most importantly exhaust fan)
- Set a maximum FPS value in your driver settings at something very low like 48~, less frames means less dumping and loading objects (With Freesync/Gsync and Ultra low latency in driver and "On + Boost" in game latency it's not that bad, turn off frame gen if you lower max FPS because it acts odd).
- (Advanced, less necessary) Look up how to set voltage curve to a slightly lower value, I used -10% without issues
This game has a NOTORIOUSLY high draw call count (specifically UNIQUE object draw calls which are worse), stressing strange parts of hardware without sensors, constantly dumping and loading objects, less FPS = less heat, you can then compensate with a bit of visual upgrades like a higher resolution if you lowered your max FPS.
