steam not running error on loading

ive tried everything to deleting antivirus software to running as admin, re downloaded steam and all clients, looked through every file and verifying integrity but when i go to load gray zone warfare it just says steam not running, anyone got any advice or fixes please?

they say run steam as adim, i did that, and it didn't work. I close down discord, run steam as admin, and run game and it works. Try to turn off discord, it might help

not soon enough - we literally cannot get the game to load because it thinks steam is not running...

I had the game refunded. Maybe I'll buy it again later.

ive tried everything possible, updated drivers edited firewall protections and software updates, deleted and reinstalled steam and the game verified all files and even gone into increasing ram, nobody has an answer ive tried every setting anyone has come up with and still no luck, P**s poor from the game developers when their updating because people are lagging when theres people who cant even get on the game

The one solution that's been floating around the net is to turn off your anti-virus program and run Steam as admin. But none of this helped. Maybe I'll buy it when the problem has been fixed.
