Development will always suffer by not having enough diversity of hardware to get an accurate picture of performance issues the game may have on PC, so most PC developers should have these pre-release "testing" phases. Sure, they may have given it to streamers, but they really need to give it to a select amount of people who pre-purchased the game to prevent these kinds of issues
Also, don't pretend that developers actually treat "early access" like beta testing since they don't. Nowadays, developers use that label to release unfinished/problematic games before they're ready to get some sales and, if the players are lucky, for them to actually take constructive criticism from the player base to guide the development
