♥♥♥♥ steam for having this dysfunctional game available, ♥♥♥♥ windows 10, ♥♥♥♥ intel. i have no idea what the hell im doing to my computer just blindly doing what you people say. tried downloading the old linked intel graphics card software but it literally told me "your comp is too new to use this".

How about instead of rage-posting, kindly post your sytem specs(if you haven't already)?
The game runs fine for me and I'm on Windows10.
If you are running into an issue with your GPU, you may have to uninstall, delete what remains from the directory, and re-download the software from the manufacturer.
Also, using integrated graphics isn't helping you very much.
Windows 10, a modern Intel graphics card, 64 bit. Everything's new, computer is about 3 weeks old.
C&C Red alert 3 worked flawlessly. All games work flawlessly besides this one. Tried every suggested solution I've found. Changed compatability mode, updated graphics card software, attempted to install other graphics cards. Nothing, there seems to be no universal solution.
Now I no longer get the "fatal error" notification, however after I press "play" after 10 seconds it just loops back to the same "play" menu. FYI using desktop not laptop.
Are you using a processor-integrated GPU?(I hope not) When you say an intel-based GPU that tends to make people think you are using a lapper. Is it something you built, or was it a retail store purchase? Also, kind of need more info here. Processor speed, # of cores. Overall RAM, the type of GPU. That stuff helps the most.
It honestly could be anything causing your issue. There might be some file or .dll that is causing the issue. Usually when a game crashes, it tends to be related to third-party audio/video codec programs, recording software, or something that ♥♥♥♥♥ around with stuff the game needs.
I have no idea if my GPU is processor-integrated, my computer is brand new and I haven't messed with it, until now trying to fix the game.
I'll paste my processor specs, IDK if this is what you're asking but this is what it said under system information: "Processor Intel(R) Core(TM) i5-4460S CPU @ 2.90GHz, 2901 Mhz, 4 Core(s), 4 Logical Processor(s)"
I have 8 RAM installed, 4 available.
Yeah, that's an integrated processor-based GPU. Those aren't too great. Unless you have an external or integrated motherboard video card, that could be an issue as integrated non-gaming GPU's generally aren't meant for much and will spazz out at random. Especially if it has nothing to work in tandem with to share the workload. Your processor is an quad-core i-5. Even then, if it alone is doing everything, I could see why it may cause problems.
I'll ask again, was this a system you built, or was this a retail purchase? It honestly sounds like a storetop.
Wierd that you only have 4GB available RAM. W10 takes 2giggs for itself right off the top. That leaves 6GB remaining. There's also a good chance there is a butt-ton of stuff running in the background that is tying up your memory as well. Not counting the page/swap file, which will use whatever the OS deems it needs(usually 1-4GB, though that number depends on your overall RAM and you can change that number, though that is not wise) That'd be the only explanation I can think of as to why your RAM is so low.
If your other games work but not C&C3, that honeslty could be an issue with direct-x, the redists that the game installs may have been corrupted and need to be re-installed, or some superflous outside program is causing the issue.
So what do you suggest I do?
btw I just bought another game and am having a launch issue once again, completely different game, old as well.

I am running an Intel HD Graphics 4400 btw.
You have to get the zip. version og manuelly instal it. It can be a bit difficult.
1. request refund for this bundle from steam
2. get an Origin account and for $5/month or $30/year and play all C&C games and more.
3. Download C&C3 (or which ever you want to play from Origin).
4. Start game and enjoy. For some reason, this game runs just fine from Origin on my Windows 10 PC when it would not from Steam.
Conclusion, this is a Steam issue and not an Intel, Windows, or graphics card issue. I'm running an I7-6700K with a GTX 1060.
