I had to "upgrade" to the latest drivers (which was actually going from v20 to v15) using the intel utility. When the drivers were reinstalled, I restarted and the game ran perfectly. No need for compatibility mode or run as admin.
Specifically the game 'thinks' it's running in full widescreen, but the left and right of the screen doesn't update from the title screen. The result is that bits of the game map (and the controls) appear off the side of the screen rendering the game largely unplayable - have to revert to a standard aspect ratio resolution, which stretches everything out horizontally.
This is absolutely BAD information. It does play on Windows 10. This thread is full of people who have gotten it working either with 0 modification or by telling the shortcut to use their GPU vs Intel Graphics or run in compatibility mode.
Can you tell me more about that?

- first if you don't suceed to launch a little bit the game (meaning no black screen at all), then it's another problem, linked to the version of DirectX (me, I solved it by moving the game folder to the program files (32bits) folder to force the good directX 32 bits to be loaded (and avoid the "Error 0xc000007b" that is explained here: http://steamcommunity.com/app/24790/discussions/0/619569340975925423) but also by copying the good 32 bits direct X file in the game folder (it have the same effect 32 bit version of d3dx9_29.dll))
- then to solve the crash issue, you need to install the good intel driver, so simply !
4 hours to solve those 2 issues... now I can sleep and will enjoy tomorrow (it's 2 AM...)you can file this file in this package Feb2006_d3dx9_29_x86.cab http://www.oldapps.com/directx.php?old_directx=11
in fact, only an old one is working today, download it here: https://downloadcenter.intel.com/download/25188/Intel-HD-Graphics-Driver-for-Windows-10-64bit-3rd-Gen-BYT-
unpack the driver (with 7zip for example) and, from the device manager force update to this driver (say "I have a disk", browse to the "Graphics" folder of the driver pack and voila, no need to restart computer it's simply working)!
